Community Development

The purpose of the Community Development Department is to create and stimulate balance growth in our community and for the future of our families through housing and community development.  Our vision is to address the needs of the entire Moss Point Community by bringing awareness to the citizens in our community and implement ready access to the opportunities and the services necessary to move them forward to sustainable productive citizens.

How Does Community Development Work?

The City of Moss Point’s Community Development priority needs are identified in the City’s Five-Year Consolidated Plan which consist of a variety and range of pressing needs for new affordable housing, housing rehabilitation, water, sanitary sewer, drainage and street improvements. Various jobs are created for Moss Point residents from special economic development t projects.

Moss Point Community Development Challenges are outlined as thus:

Programs to carry out our initiatives :

Entitlement Communities: The CDBG entitlement program allocates annual grants to larger cities and urban counties to develop viable communities by providing decent housing, a suitable living environment, and opportunities to expand economic opportunities, principally for low- and moderate-income persons.

Disaster Recovery Assistance (DRA): HUD provides flexible grants to help cities, counties, and States recover from presidentially declared disasters, especially in low-income areas, subject to availability of supplemental appropriations.In response to disasters, Congress may appropriate additional funding for the CDBG and HOME programs as Disaster Recovery grants to rebuild the affected areas and provide crucial seed money to start the recovery process. Since CDBG Disaster Recovery assistance may fund a broad range of recovery activities, HUD can help communities and neighborhoods that otherwise might not recover due to limited resources. Disaster Recovery grants often supplement disaster programs of the Federal Emergency Management Agency, the Small Business Administration, and the U.S. Army Corps of Engineers. In addition, HOME Disaster Recovery grants can provide an important resource for providing affordable housing to disaster victims.

Section 108 Loan Guarantee Program: CDBG entitlement communities are eligible to apply for assistance through the section 108 loan guarantee program. CDBG non-entitlement communities may also apply provided their State agrees to pledge the CDBG funds necessary to secure the loan. Applicants may receive a loan guarantee directly or designate another public entity, such as an industrial development authority, to carry out their Section 108 assisted project.

Brownfield’s Economic Development Initiative (BEDI): BEDI is a competitive grant program used to spur the return of brown fields to productive economic reuse. BEDI grants must be used in conjunction with a new section 108 guaranteed loan both Section 108 loan proceeds and BEDI grant funds are initially made available by HUD to public entities approved for assistance.

Renewal Communities/Empowerment Zones/Enterprise Communities (RC/EZ/EC): This is a program that uses an innovative approach to revitalization, bringing communities together through public and private partnerships to attract the investment necessary for sustainable economic and community development.
