The City of Moss Point, Mississippi, will receive bids for:
INSTALLATION OF AMR RESIDENTIAL, COMMERCIAL, AND INDUSTRIAL WATER METERS
at the Office of the City Clerk, City Hall, Moss Point, Mississippi, during normal office hours at any time prior to the designated bid date, but not later than 2:00 p.m. on the date of the bid opening. Bids will be publicly opened and read aloud at 4:00 P.M., Monday, April 3, 2023, in the Board meeting room in the City Hall Complex located at 4320 McInnis Ave, Moss Point, MS.
All bids must be addressed to the City of Moss Point marked “SEALED BID TO BE OPENED AT 4:00 P.M., Monday, April 3, 2023, and specify the name of the bid item. If a bid is submitted by mail, the address of the City of Moss Point is “4320 McInnis Ave, Moss Point, MS 39563”. If a bid is hand-delivered, the street address is the same as the mailing address.
When bids are submitted electronically, the same requirements for submitting sealed bids shall apply. Electronic bids shall include a document representing the cover of the envelope containing the aforementioned criteria.
Bids are invited for the furnishing of materials, equipment, labor, and incidentals necessary to remove approximately 7,500 residential, commercial, and industrial water meters and replace them with a proven, reliable, and efficient “Automated Meter Reading” system (AMR) that is fully compatible with current billing and finance software systems. Bid will include an entire meter change-out system including all hardware, firmware, and software required to support the AMR system.
Contract Scope Documents and Technical Specifications are on file at the Office of City Clerk, at City Hall, Moss Point, Mississippi.
The Bidder must indicate his Certificate of Responsibility Number on the outside of the sealed proposal as required by Mississippi Law. For the purposes of submitting a bid, the Bidder shall possess a current
commercial contractor’s license from the Mississippi State Board of Contractors. The license shall be in the correct classification of licensure that will allow the prospective bidder to perform the work described in the bid documents.
The City of Moss Point, Mississippi, reserves the right to consider the following relevant factors in addition to the contract price in determining the lowest and best bid: bidder's skill and business judgment, his experience and his facilities for carrying out the contract, his previous conduct under other contracts and the quality of previous work, as well as his pecuniary ability, honesty, and integrity. The City also re- serves the right to reject any or all bids or to waive any informalities in the bidding.
Awarding public contracts to non-resident Bidders will be on the same basis as the non-resident bidder’s state awards contracts to Mississippi Contractors bidding under similar circumstances. In order to ensure that Mississippi’s so-called Golden Rule is followed, state law requires a non-resident bidder to attach to his bid a copy of his resident state’s current laws pertaining to such state’s treatment of non-resident contractors.
Bids may be held by the City of Moss Point, Mississippi, for a period not to exceed ninety (120) days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualification of Bidders, prior to awarding of the Contract.
