The City of Moss Point is partnering with the Mississippi Development Authority to ensure residents affected by the devastating 2023 and 2024 tornadoes and straight-line winds receive the federal assistance they deserve. The Mississippi Homeowner Rehabilitation & Reconstruction Program (HRRP) represents a significant opportunity for low to moderate income homeowners to repair or rebuild their homes with substantial financial support.

Community Meeting This Week

Residents are invited to attend an informational meeting this Thursday, December 4th at 6:00 PM at Pelican Landing, located at 6217 MS 613 in Moss Point. Program administrators will explain eligibility requirements, the application process, and answer questions about this vital recovery resource.

Program Benefits and Eligibility

The HRRP provides up to $175,000 per home for rehabilitation or reconstruction of single-family homes damaged by the March 2023, June 2023, or April 2024 tornadoes and straight-line winds. Notably, destroyed manufactured housing units will be replaced with permanent stick-built homes, and accessibility modifications are available for seniors and persons with disabilities.

To qualify, applicants must meet several criteria. Their property must have current unrepaired damage from one of the qualifying storms and be located in a HUD-identified Most Impacted and Distressed (MID) Area, which includes the 39563 zip code serving Moss Point. Applicants must have owned and lived in the home as their primary residence at the time of the disaster and continue to own the property. Additionally, household income must be at or below 80% of the HUD Area Median Income (AMI).

Application Process

The program officially opens on December 8th. Moss Point residents can apply through multiple channels. The Moss Point City Hall intake center, located at 4320 McInnis Avenue, will be open Monday through Friday from 10:00 AM to 7:00 PM, as well as the first and third Saturday of each month from 1:00 PM to 4:00 PM. Residents may also call 866-981-7727 or visit MSHousingRecovery.com to begin the application process.

Applicants should prepare several documents including proof of identity, citizenship, income, ownership, primary residence, insurance for damaged property, and documentation of any other disaster assistance received. Additional documentation may be required based on individual circumstances.

Important Program Details

This is grant funding administered through the federal Community Development Block Grant Disaster Recovery (CDBG-DR) program. Critically, these are grants, not loans. Funds do not need to be repaid if applicants comply with the terms of the grant. However, it’s important to note that grant funds are provided to repair damage remaining from the storms. Reimbursement for repairs already completed is not eligible.

Application priority will be assigned based on whether the property is in the National Weather Service Storm Track area and includes households with seniors age 62 and older, households with children under the age of 18, or households with individuals with disabilities.
