NOTICE is hereby given that the Mayor and Board of Aldermen of the City of Moss Point, Mississippi, will receive unpriced proposals for prequalification until 2:00 PM Central Time on August 27, 2026, for furnishing the City of Moss Point’s requirements for Reverse Osmosis Membrane Elements, covering four RO trains and 1,008 total elements.

Obtaining the Bid Package

Copies of the Bid Package are available for free download at www.cityofmosspointbids.com. Documents must be downloaded through the website to be placed on the official plan holders list and to receive addenda. Submission and Reverse Auction

Unpriced proposals shall be submitted electronically through the bid site. Responses will be reviewed, and vendors meeting the requirements of the bid package will be invited to participate in an online reverse auction to be held on September 1, 2026, at 10:00 AM Central Time. Pricing will be received only from approved bidders through the online reverse auction.

The reverse auction base bid shall include the complete delivered price for 1,008 new membrane elements and all required coupling hardware, seals, packaging, freight, fees, and other costs stated in the bid documents. Any optional used-membrane buyback credit shall be submitted separately and shall not be entered into the primary reverse auction bid unless specifically directed in the invitation to participate.

General Conditions

Bid preparation shall be in accordance with the Instructions to Bidders bound in the Documents. The City of Moss Point reserves the right to waive minor irregularities and to reject any and/or all proposals or bids.

Minority and women-owned business enterprises are encouraged to participate as prime bidders and to make inquiries regarding potential subcontracting, equipment, material, and supply opportunities.

Any contract awarded under this invitation is expected to be funded in whole by the City of Moss Point. This procurement is subject to Section 31-7-13 of the Mississippi Code of 1972, as amended.
