Request for Proposals: Grant Administration Services

The City of Moss Point has released a Request for Proposals (RFP) for Grant Administration Services for the Natural Gas Distribution Infrastructure Safety and Modernization Grant Program, FY 2024. The RFP was released on August 19, 2026. Proposals are due by 12 noon, Friday, September 11, 2026.

Project Overview

The City of Moss Point (the “Owner”) has been awarded a grant from the Pipeline and Hazardous Materials Safety Administration (PHMSA) under the Natural Gas Distribution Infrastructure Safety and Modernization (NGDISM) program. The NGDISM program provides funding for city and community owned utilities to repair, replace, or modernize aging, leak-prone gas distribution pipeline systems. Investing in this critical infrastructure helps keep product in the pipe and improves safety.

The City is seeking a qualified professional services firm to provide comprehensive Grant Administration Services to ensure full compliance with federal, state, and program-specific requirements.

Bid preparation shall be in accordance with the Instructions to Bidders bound in the Documents. The City of Moss Point reserves the right to waive minor irregularities and to reject any and/or all proposals or bids. Minority and women-owned business enterprises are encouraged to participate as prime bidders and to make inquiries regarding potential opportunities.

Any contract awarded under this invitation is expected to be funded in whole by the City of Moss Point. This procurement is subject to Section 31-7-13 of the Mississippi Code of 1972, as amended, and to Title VI Civil Rights requirements.
